<p>Job Description<br />
Position Summary: The IT Director is responsible for management and oversight of resources in order to plan, provision, installation/configuration, operation, and maintenance of systems hardware and software and related infrastructure.</p>
<p>Direct reports include both Infrastructure and Helpdesk resources to provide efficient IT Services to the organization</p>
<p>Reports to: CIO<br />
Direct Reports: IT Manager, Infrastructure resources (System Admins and Network Admins)<br />

<p>Areas of Responsibility:</p>
<p>• Infrastructure planning, project management and budgeting<br />
o Work with Facilities and other areas of the organization to define and implement IT changes as it relates to new site buildouts and expansion of existing areas<br />
o Work with senior technical leads to understand and implement technology direction. Work with Chief Technology Officer who sets direction and assists in planning<br />
o Planning and Budgeting around IT infrastructure strategic plan implementation over the course of the fiscal year<br />
o Point of Contact for ordering major equipment<br />
o Definition, implementation and management of process and procedure as it relates to all IT staff (Helpdesk and SA)<br />
• Oversight and coordination of all SA Engineering and Provisioning, whose responsibilities include:<br />
o Engineering of SA-related solutions for various project and operational needs.<br />
o Install new / rebuild existing servers and configure hardware, peripherals, services, settings, directories, storage, etc. in accordance with standards and project/operational requirements.<br />
o Install and configure systems such as supports infrastructure applications or Asset Management applications.<br />
o Develop and maintain installation and configuration procedures.<br />
o Contribute to and maintain system standards.<br />
o Research and recommend innovative, and where possible automated approaches for system administration tasks. Identify approaches that leverage our resources and provide economies of scale.<br />
• Oversight and possible participation in Operations and Support<br />
o Perform daily system monitoring, verifying the integrity and availability of all hardware, server resources, systems and key processes, reviewing system and application logs, and verifying completion of scheduled jobs such as backups.<br />
o Perform regular security monitoring to identify any possible intrusions.<br />
o Perform daily backup operations, ensuring all required file systems and system data are successfully backed up to the appropriate media, recovery tapes or disks are created, and media is recycled and sent off site as necessary.<br />
o Perform regular file archival and purge as necessary.<br />
o Create, change, and delete user accounts per request.<br />
o Coordination of a help desk ticketing system<br />
o Provide Tier III/other support per request from various constituencies. Investigate and troubleshoot issues.</p>
<p>o Repair and recover from hardware or software failures. Coordinate and communicate with impacted constituencies.<br />
o Integrate with third-party support/systems organization to plan, implement and support infrastructure</p>
<p>• Maintenance<br />
o Work with the support organization Apply OS patches and upgrades on a regular basis, and upgrade administrative tools and utilities. Configure / add new services as necessary.<br />
o Plan and implementation of upgrades and configuration of system software that supports organization infrastructure applications or Asset Management applications per project or operational needs.<br />
o Maintain operational, configuration, or other procedures.<br />
o Perform periodic performance reporting to support capacity planning.<br />
o Perform ongoing performance tuning, hardware upgrades, and resource optimization as required. Configure CPU, memory, and disk partitions as required.<br />
o Maintain data center environmental and monitoring equipment.</p>
<p>• Personnel Management<br />
o Manages, sets training plans, and orients all direct reports and cross trains employees to support the many different electronic systems required for daily business.<br />
o Maintains and supervises all direct reports to a staffing level that supports the organization’s needs.<br />
o Evaluates direct reports according to personnel policies.<br />
o Resolves conflicts in a timely and professional manner, seeking consensual solutions.</p>
<p>Qualifications:<br />
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.</p>
<p>• Professional certifications as appropriate.<br />
• Knowledge of current trends in electronic medical records. (preferred but not required)<br />
• Demonstrated experience with standard software applications, including MS Office, Windows. Database management skills with ability to produce reports. Ability to use advanced computer functions including navigating the Internet. Ability to manipulate, analyze and interpret data.<br />
• Familiarity with support and troubleshooting of personal computers.<br />
• Sensitivity to the needs and situations of a multi-cultural population from a variety of income levels.<br />
• Ability to work in a fast-pace environment<br />
• Strong communication skills<br />
• Cisco Networking familiarity, certification a plus<br />
• Must have a strong dedication to customer service.<br />
• Training ability/experience a plus</p>
<p>Education/Experience:</p>
<p>• Bachelor&#8217;s degree with a technical major, such as engineering or computer science or equivalent; or four to ten years related experience and/or training; or equivalent combination of education and experience.<br />
• Systems Administration/System Engineer on the job experience; Certification in Microsoft (Active Directory, Exchange, MS SQLServer) as well as other clinic specific systems a plus<br />
• Two to Four years system administration experience.<br />
• Two to Four years of IT Management Experience</p>
<p>Language Skills:<br />
Bilingual in English and Spanish, both written and verbal a plus.</p>
<p>Mathematical Skills:<br />
Ability to add, subtract, multiply, and divide all units of measure, using whole numbers, common fractions, and decimals.</p>
<p>Licenses and Certification:<br />
Technology certificates or a core component of education or experience.</p>
<p>Reasoning Ability:<br />
Ability to recognize problems, collect data, and establish facts.</p>
<p>Physical Demands:<br />

				<content:encoded><![CDATA[<p>The Institute for Family Health’s <a href="http://www.midhudsonresidency.org/">Mid-Hudson Family Practice Residency Program</a> recently received a five-year accreditation for their Osteopathic Program from the <a href="http://www.osteopathic.org/Pages/default.aspx">American Osteopathic Association&#8217;s</a> Program and Trainee Review Council. <span id="more-3954"></span></p>
<p>The accreditation recognizes the Mid-Hudson Family Practice Residency’s Osteopathic Program as a high quality program that meets requirements in training, policies and procedures.</p>
<p>The residency program trains both MD and DO residents in inpatient and outpatient care.  Residents learn to treat the entire family, from newborn through the end of life, with an emphasis on continuity of care. The goal of the Osteopathic Program, directed by <a href="http://www.midhudsonresidency.org/about-us/do-residency-directors-welcome/">Bridget Foy</a>, DO, is to train the finest osteopathic family physicians.</p>

				<content:encoded><![CDATA[<p>On Tuesday, April 30th, several Institute &#8220;stars&#8221; were honored at the New York City &#8220;Night of the CHCStars&#8221; event to celebrate the 40th Anniversary of the <a href="http://www.chcanys.org/">Community Health Care Association</a>.</p>
<p>Institute honorees included founders: Neil Calman, MD, president and CEO and Yvonne Eisner, RN, FNP-BC, clinical director for the Bronx region; and emerging leaders: Eric Gayle, MD, regional medical director;  Francesco Leanza, MD, residency director; Sarah Nosal, MD, medical director;  and Michelle Pichardo, MPH, Epic program manager. <span id="more-3927"></span></p>
<p>The evening included remarks from the president of the <a href="http://www.nachc.com/">National Association of Community Health Centers</a>, Tom Van Coverden, and the founder of the first community health center in the United States, Jack Geiger, MD, about the history of community health centers and the important role they play in providing access to care to people all over the count.</p>
<p>Other Institute guests included Nicole Nurse, RN, MBA, senior vice president of clinical affairs, Maxine Golub, MPH, senior vice president for planning and development, and Susanne Callahan, MPH, assistant vice president for planning and development.</p>

<p>The Manager is a registered nurse with accountability for clinical care of a designated patient care service area.  The manager is responsible for assessing, identifying, planning, implementing and evaluating the processes, technology, personnel and facility needs required to achieve patient outcomes safely in a patient centered environment.  The Manager demonstrates knowledge of the principles of human growth and development throughout the life span and the ability to guide the care teams in identifying patient/family needs relative to age, specific requirements and in accordance with Standards and policy and procedure.  The manager takes an active role in the teaching of residents in the clinical care setting, as Phillips Family Practice is a training practice for family medicine house staff.</p>

The Network Administrator for the Institute of Family Health will primarily be responsible for data communications and networking activities in support of the user community but also support and backfill the server administrationfunctionsin time of need.  Conversely, the Network administrator will document and cross-train the System Administrator(s) on how to work with the network as his/her secondary support.  The Network Administrator will take the strategic direction of the Institute’s CTO and implement in the manner described.  Planning, designing, implementation and documentation is to be produced for all sites and large scale changes. The Network Administrator will integrate with the existing ticketing system for not only troubleshooting resolution of level 2/3 items but also for tracking and completing project based and change management activities. This position is responsible for maintaining the computing environment of The Institute by identifying network requirements; installing upgrades; monitoring network performance and proposing/getting approve and implementing networking changes designed to increase resilience, performance and security for the core business applications.</p>

The IT Manager will be responsible for managing end-user technology for all Institute sites; including but not limited to: all end-user hardware, software, connectivity to the organizations networks, desktop security, configuration, deployment, and upgrading and maintaining acceptable levels of stock. He/she also manages and directs all aspects of Helpdesk Desk (Level 1) and Desktop Support (Level 2) personnel, their time, attendance the dispatching to remote sites and all associated business processes.</p>

				<content:encoded><![CDATA[<p>Dr. Neil Calman, President and CEO of the Institute for Family Health, and Dr. Elaine Kang of the Institute’s Family Health Center of Harlem were featured in a <a href="http://www.nydailynews.com">New York Daily News</a> article about the national shortage of primary care physicians. The Institute for Family Health is one of 38 health centers to hold a Teaching Health Centers grant, which allows the <a href="http://www.harlemresidency.org">Harlem Residency in Family Medicine</a> to train physicians in high need communities. The grant is an initiative of the <a href="http://www.whitehouse.gov/healthreform/healthcare-overview">Affordable Care Act</a>, under which millions of patients will gain health insurance and access to primary care services.  <a href="http://www.nydailynews.com/opinion/doctor-article-1.1296804?pgno=2">Read the article here</a>. <span id="more-3718"></span></p>
<p>In the U.S., most medical students choose to practice as specialists because of the significantly higher salaries compared to primary care. This trend leaves some high need communities without enough doctors.  In addition to the Harlem Residency, the Institute also operates the <a href="http://www.bifp-residency.org/">Beth Israel Family Practice Residency</a> and the <a href="http://www.midhudsonresidency.org/">Mid-Hudson Family Practice Residency</a>.</p>
